CSC and ARTA unite to enhance anti-red tape reforms



CSC and ARTA Commit to Enhancing Government Efficiency and Reducing Red Tape

The Civil Service Commission (CSC) and the Anti-Red Tape Authority (ARTA) have joined forces to effectively implement Republic Act (RA) 11032, also known as the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018″ (EODB EGSD). This landmark initiative aims to improve anti-red tape reforms and foster an environment conducive to ease of doing business in the government sector.

On August 31, CSC Chairperson Karlo Nograles and ARTA Secretary Ernesto Perez, along with other officials, led the ceremonial signing of a memorandum of agreement (MOA) sealing the alliance. The MOA outlines the functions and mandates of the CSC and ARTA, ensuring the promotion of integrity, accountability, and best practices to prevent corruption.

During the event, Nograles emphasized the significance of the MOA, stating, “Today’s MOA signing is more than just a symbolic event because it has far-reaching implications in the realm of public service.” He further explained that the agreement would delineate the roles and duties of the two agencies under RA 11032.

The MOA was the result of a series of consultations and discussions aimed at reconciling apparent overlapping functions, clarifying agency roles and duties, and identifying potential areas for collaboration between the CSC and ARTA. CSC Assistant Commissioner Ariel Ronquillo presented the salient provisions of the MOA, highlighting the collaborative efforts made to enhance service delivery within the civil service and address complaints against government employees and officials for violation of RA 11032.

Under the agreement, CSC’s Anti-Red Tape Division (ARTD) in the Central Office and Anti-Red Tape Units (ARTUs) in regional offices will serve as focal points for initiatives to improve service delivery. They will also handle complaints related to red tape issues. Meanwhile, ARTA will implement and oversee a national policy on anti-red tape and ease of doing business, investigate complaints endorsed by the CSC, and assist complainants in filing necessary cases with either the CSC or the Office of the Ombudsman.

In addition, ARTA will facilitate the Report Card Survey (RCS) for all government agencies, while CSC’s ARTD and ARTU will receive, analyze, and utilize RCS results to recommend improvements to service delivery within the civil service.

This collaboration between the CSC and ARTA signifies a strong commitment to promoting efficiency in government services and combatting bureaucratic hurdles. By working together, these agencies aim to streamline processes, ensure transparency, and create a more conducive environment for businesses and individuals seeking government services.
