Manila City Council to Implement Resolution for Enhanced Record Management of Tri-Wheel Transportation in the City

Manila, Philippines – The Manila City Council announced on Monday that it is set to implement City Resolution No. 408, aimed at enhancing the record management of tri-wheel transportation in the city. The resolution was authored by Councilor Numero “Uno” G. Lim and approved in a regular session presided over by Vice Mayor John Marvin “Yul” Servo Nieto last September 7.

Under the resolution, the Manila Traffic and Parking Bureau (MTPB), specifically the tri-wheel management unit, is tasked with compiling a complete list of official members belonging to the Tricycle Operators and Drivers’ Associations (TODA) and Pedicab Operators and Drivers’ Associations (PODA) in Manila. The main objective is to crack down on “colorum” or unregistered drivers and operators, ensuring proper regulation and management in road transportation services, as well as the collection of registration fees.

The city government has called for collaboration among the officers of MTPB, TODA, and PODA to establish a comprehensive database of their members’ information, including names, license numbers, and other relevant details. This data will be used as a basis for developing an efficient strategy for enhancing the collection of registration fees from TODA and PODA members.

During his sponsorship speech, Councilor Lim emphasized the vital importance of having an official list containing all drivers and operators’ information. He pointed out discrepancies in the current lists, such as a Route Measured Capacity (RMC) of 100, but payments only reflecting 40 or 50. The council aims to address these discrepancies and determine where the missing amount goes.

According to the resolution, each tricycle driver is required to pay a registration fee of P568 as a TODA member. However, due to the lack of a proper list and basis for payments, the total amount to be obtained from registered TODA members remains unknown.

“The said resolution also recognizes the importance of the associations’ members as significant contributors to the city’s growing economy. They are strongly encouraged to register and acquire a legal identity within the city’s jurisdiction,” the city government stated.

The resolution garnered unanimous support from all council members and was swiftly approved. The city government has directed the MTPB to provide an update on the progress of the resolution’s implementation within 60 days from its approval.
