Overseas Employment Certification (OEC) Now Issued Free of Charge

Migrant Filipino workers will no longer incur additional fees for obtaining their Overseas Employment Certification (OEC) as the Department of Migrant Workers (DMW) introduces a new mobile app for this purpose.

During a news forum in Quezon City on Saturday, DMW Undersecretary Hans Cacdac announced that they have successfully requested the Department of Finance (DOF) to make the issuance of the OEC cost-free.

In support of this initiative, Secretary Diokno expressed full approval, recognizing the significance of this move for our modern-day heroes, the OFWs (Overseas Filipino Workers). Henceforth, there is no need for them to make any payments. It’s absolutely free, so they can proceed with their applications and benefit from the newly introduced OFW Pass.

Cacdac further elaborated on the features of the mobile application, designed to streamline the process of securing documents for OFWs before their departure from the Philippines. The primary objective is to document an OFW comprehensively, enabling a smooth process with immigration authorities. Additionally, the aim is to expedite and ensure the accuracy of the documentation, allowing the OFWs to spend more quality time with their families.

Launched on Friday, the DMW mobile app replaces the traditional OEC with a modern QR code-based OFW pass, simplifying the documentation process for legitimate OFWs. To apply, the applicant needs to provide basic information and upload photos of their passport and visa, which will be cross-referenced with the DMW database. Upon successful verification, the app will generate a unique QR code.

Cacdac highlighted the integration between the DMW database and the Bureau of Immigration (BI) system, ensuring that the OFW Pass serves as an official document recognized by immigration authorities during checks at the airport.

Although the application is currently in its pilot run, the DMW aims to extend this service to approximately seven million OFWs once it undergoes full implementation. Cacdac assured that an official announcement will be made when the application is fully launched and available to all.

Additionally, Cacdac emphasized that the online system was entirely developed and managed in-house by DMW’s ICT group. Users can access 24/7 technical support through links within the application to resolve any glitches or issues they might encounter while using the app.
