Tulfo Criticizes Navotas Police for Mistaken Identity Shooting



Several irregularities were uncovered in the mistaken identity killing of Jemboy Baltazar in Navotas City, according to Senator Raffy Tulfo. During a privilege speech in a plenary session on Wednesday, Tulfo pointed out that the involved police officers used a “lethal approach” in apprehending the victim, which was unnecessary.

Tulfo referenced the Philippine National Police’s (PNP) Use of Force Continuum policy, which outlines different approaches based on the situation. He argued that the police immediately resorted to a lethal approach despite the fact that Baltazar was unarmed and posed no threat. Tulfo also noted that the police did not provide medical assistance or bring the wounded suspect to the nearest hospital, as outlined in the PNP Manual. The police officers’ body-worn cameras were also allegedly turned off during the operation.

Tulfo criticized the lack of justice for Baltazar’s family, stating that cases involving poor and powerless victims are often difficult to resolve. The killing of Baltazar has raised concerns among lawmakers, prompting Senate Majority Leader Joel Villanueva to question the reckless actions of the police. Senators Risa Hontiveros and Aquilino “Koko” Pimentel have also filed separate measures calling for an investigation into the incident.
