President Marcos Pushes for expedited permit process for major infrastructure projects



In an effort to expedite the implementation of major infrastructure projects, President Marcos has issued Executive Order 59, directing government agencies and local government units (LGUs) to simplify the permitting process. The order aims to support the country’s ongoing economic transformation by streamlining the issuance of licenses, clearances, permits, certifications, or authorizations required for infrastructure flagship projects (IFPs).

There are currently 185 approved IFPs, with a focus on improving physical connectivity, as endorsed by the National Economic and Development Authority board chaired by Marcos. EO 59 applies to all national government agencies, including government-owned or controlled corporations, and LGUs involved in the issuance of permits for IFPs.

Under the order, all agencies and LGUs must establish a one-stop shop for IFPs and automate their database to facilitate seamless data sharing. Online or electronic submission and acceptance of applications, as well as digital payment options, are also required for IFPs.

If applications are not acted upon within the specified timeframe, they will be deemed approved under the provisions of the Anti-Red Tape Act of 2007 and the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. Executive Secretary Lucas Bersamin signed EO 59 on April 30 on behalf of the President.

President Marcos also referenced the Electronic Commerce Act and EO 170, which promote the use of digital transactions in government processes. The administration’s Philippine Development Plan 2023-2028 highlights the importance of expanding and enhancing the country’s infrastructure for meaningful economic transformation.
