President Marcos Extends Employment of Non-Regular Government Workers

President Marcos has announced the extension of the employment of contract of service and job order workers in the government whose contracts were set to expire in December. The decision was made during a sectoral meeting at Malacañang with budget, interior, civil service, and audit officials.

The deadline for these non-regular government employees has been moved to December 31, 2025, from the previous deadline of December 31, 2024. The contract of service involves engaging the services of individuals, private firms, government agencies, NGOs, or international organizations for specific projects, while job order covers piece work or emergency jobs for a short duration.

As of June 30, 2023, there are 832,812 contract of service and job order workers in the government, a 22.90 percent increase from the previous year. Local governments have the highest number of these workers, accounting for 69.68 percent. The President has directed agencies to help these workers develop their skills and capabilities, making them eligible for permanent positions.

Despite the thousands of vacant plantilla posts in government, many non-regular workers are not eligible for these positions. President Marcos acknowledged the job experience of these workers and emphasized the need to assist them in obtaining the required qualifications for permanent roles. Additionally, agencies have been instructed to conduct a comprehensive study of the government workforce.
