PPP Framework Gets Neda’s Approval for P170.6-B Naia Rehabilitation Plan

Neda Approves P170.6-Billion PPP Proposal for NAIA Rehabilitation

MANILA, Philippines — The National Economic and Development Authority (Neda) has given its approval for a P170.6-billion public-private partnership (PPP) proposal to rehabilitate the Ninoy Aquino International Airport (NAIA), according to Neda chief Arsenio Balisacan.

During a press briefing on Wednesday in Malacañang, Balisacan announced that Neda has approved three major infrastructure projects, including the NAIA rehabilitation.

“This project is under the Department of Transportation (DOTR) and the Manila International Airport Authority (MIAA). With a total project cost of P170.6 billion, the goal of the project is to address longstanding issues at NAIA such as the inadequate capacity of passenger terminal buildings and restricted aircraft movement,” said Balisacan.

The proposed PPP project aims to improve overall passenger experience and address the facilities issue that caused the NAIA shutdown in January.

Balisacan also stated that the aim is to increase the airport’s annual capacity from 35 million to at least 62 million passengers.

The Neda has also approved the P7.48-billion Samar Pacific Coastal Road 2 project and the P12.75-billion Laguindingan international airport project.

“The Neda board also confirmed the proposed adoption of a national policy and infrastructure sector masterplans. The policy aims to harmonize and rationalize the formulation of master plans for the infra sector across the government,” said Balisacan.
