DMW unveils a new 10-point agenda to operate with reduced budget in 2024



Department of Migrant Workers (DMW) Secretary Hans Leo Cacdac has outlined his priorities for the protection and financial leverage of overseas Filipino workers (OFWs) despite facing a reduced budget of P2.935 billion this year.

Following his formal appointment by President Ferdinand Marcos Jr., Cacdac unveiled a ten-point agenda focused on a rights-centered approach to migrant workers’ recruitment, reintegration, and service delivery.

Cacdac emphasized the importance of upholding OFWs’ human and employment rights and maximizing the benefits of their employment through effective reintegration programs.

Despite receiving lower funding in 2024 compared to the previous year, DMW and its attached agency, the Overseas Workers Welfare Administration (OWWA), are determined to carry out their mandate.

The General Appropriations Acts of 2023 and 2024 revealed a decrease in combined funds for DMW and OWWA, with the 2024 budget amounting to P12.959 billion, down from P15.894 billion in 2023.

While DMW received a higher appropriation from the GAA this year, OWWA faced a reduction in funds, particularly from membership fees paid by OFWs. These funds supplement the support provided by the GAA for OWWA’s services.

Established through Republic Act 11641, DMW aims to consolidate various agencies involved in OFW affairs, including the Philippine Overseas Employment Administration and the Department of Foreign Affairs’ Office of the Undersecretary for Migrant Workers Affairs.

Cacdac’s agenda includes digitalizing OFW services, regulating worker recruitment, promoting financial education and investment, supporting migrant entrepreneurship, and enhancing skills development for lower-income OFWs, among other initiatives.

GAA data from the Department of Budget and Management indicates increased operational funds for DMW’s programs, while OWWA’s social protection and welfare program saw a decrease in funding for training, welfare services, and membership promotion.

Despite budgetary challenges, DMW and OWWA remain committed to safeguarding the rights and well-being of OFWs and implementing programs to support their successful integration and employment abroad.
