LLPDCPI, DOTr, LTFRB Conduct LPTRP Workshop for North Luzon LGUs

The League of Local Planning & Development Coordinators of the Philippines, Inc. (LLPDCPI), in partnership with the Department of Transportation (DOTr) Road Sector, together with the Land Transportation Franchising and Regulatory Board-Regional Franchising Regulatory Offices (LTFRB RFROs) I, II, and the CAR, conducted the three-day workshop to capacitate Local Government Units (LGUs) in North Luzon, to formulate and finalize their Local Public Transport Route Plans (LPTRPs) on September 27-29, 2022 at Supreme Hotel, Baguio City.

Attended by over 150 representatives from 51 LGUs in CAR, Region I, Region II, and Region III, the workshop was able to comprehensively guide the cities and municipalities in identifying and mapping possible routes in their LGUs, and in writing different chapters of their LPTRPs to resolve mobility issues and concerns, among others.

One of the major components of the Public Utility Vehicle Modernization Program (PUVMP), the LPTRP aims to make the routes more responsive to passenger demand and determine appropriate vehicle types depending on road hierarchy and configuration through the participatory planning of LGUs.

Given the mastery of LGUs of their mobility and accessibility needs, as well as local policies and ordinances on public transportation and traffic management in their localities, their submission of the LPTRP is one of the minimum requirements for the issuance of the Certificate of Public Convenience (CPC) to their operators, in accordance with the Department of Interior and Local Government (DILG)-DOTr Joint Memorandum Circular No. 001, s. 2017.
