(1) SOCIAL WELFARE OFFICER III

CSC Standard Qualifications:
Education : BACHELOR’S DEGREE IN SOCIAL WORK
Experience : 2 YEARS OF RELEVANT EXPERIENCE
Training : 8 HOURS OF RELEVANT TRAINING
Eligibility : RA 1080 (RSW)
Area of Assignment : REGIONAL OFFICE

Preferred Qualifications:
Education : Bachelor’s degree in Social Work preferably with Masters in Social Work
Experience : At least two years of experience in supervising, providing technical support to an organization or major/complex project (general office system), computer literate and excellent in oral and written communication
Trainings : Twenty-four (24) hours of training (supervision, planning and organizing, project management, technical writing, frontline service; case management/ adoption / counseling / communication)

Additional Competencies:
1. With high-level of knowledge on case management, adoption, case counseling and other social work policies;
2. With working knowledge in relevant existing laws, policies, guidelines, rules and regulations pertaining to social work transactions;
3. Above average knowledge on use of MS Office and Google Suite;
4. Flexible, responsive and smart;
5. Able to work harmoniously, competently and effectively even under pressure;
6. Willing to work long hours, even on weekends and holidays especially during disaster operation; and
7. Possesses critical thinking with high levels of written and oral communication, and computer skills.

Duties and Responsibilities:
1. Develops policies and programs; provides monitoring and technical assistance to the field office relative to program implementation and capability activities;
2. Provides monitoring evaluation, counseling and technical assistance to LGUs, NGOs, POs, and clients; provides technical assistance to center staff; executes and implements policies and programs;
3. Maintains cooperative and harmonious relationship with other entities and agencies; supervises social workers, welfare aides and administrative staff in the performance of their duties;
4. Assists in the resource generation and utilization; facilitates allotment and purchases of training materials and office supplies; massing workloads to ensure equitable and proper distribution to personnel and evaluates their performance;
5. Models organizational values, professional work ethics, to peers; conducts regular supervisory conference (individual, groups and community);
6. Reporting and management of office; conducts orientation and supervises field placement of social work students for skills development.

ONLY WITH WORK EXPERIENCE:
Copy of performance rating in the present position for the last rating period or its equivalent to external applicants and must have a Very Satisfactory rating.

Experience : At least two years of experience in leading a unit providing technical support to an organization or major/complex project (general office system), computer literate and excellent in oral and written communication
Trainings : Twenty-four (24) hours of training (management or supervision, planning and organizing, project management, technical writing, frontline service; case management/ adoption / counseling / communication

LGUs, NGOs, and POs, in the implementation of Social Welfare and development programs and services; evaluates implementation of programs; recommends undertaking of action research projects, trainings programs, strategies/approaches for a more effective program implementation and/or assists the SWO V; does other related work.
2. provides technical assistance through consultations, dialogues, conferences and training;
3. provides technical supervision to SWO IIIs and SWO IIs and other staff implementing social welfare programs and services;
4. Evaluates implementation of programs;
5. Translates/interprets programs policies and guidelines;
Experience : At least two years of experience in supervising, providing technical support to an organization or major/complex project (general office system), computer literate, and excellent in oral and written communication; recommends undertaking of action research projects, training programs, strategies/approaches for more effective program implementation and/or assists the SWO V; does other related work.
7. Prepares and submits feedback report for managerial actions and decisions;
8. Prepares and reviews plans and periodic reports;
9. Performs other related works as assigned
