DILG instructs Napolcom to revoke Guo’s police authority



Interior Secretary Orders Removal of Police Power from Bamban Mayor

Interior Secretary Benhur Abalos has directed the National Police Commission (Napolcom) to strip Bamban, Tarlac Mayor Alice Guo of her police authority.

During a press conference, Abalos stated, “Local officials have supervision over the police, so I have instructed the Napolcom to initiate proceedings for the withdrawal of the mayor’s deputization. After the investigation, with sufficient grounds, we would withdraw the deputization of Mayor Guo and revoke the privileges attached, including control and supervision of the local police.”

Additionally, Abalos disclosed that government lawyers would file a formal complaint against Guo following the Office of the Ombudsman’s recommendation for preventive suspension against the Bamban mayor.

While Abalos clarified that the Department of the Interior and Local Government (DILG) does not have the power to order preventive suspension, he emphasized that a seven-man task force had been formed to investigate Guo’s alleged involvement with Philippine offshore gaming operators (POGO).

The DILG chief recommended Guo’s preventive suspension for purported “serious illegal acts” related to POGO, with the goal of preventing any influence on ongoing investigations.

Abalos noted that the task force is also looking into citizenship issues surrounding Guo, but affirmed that any disciplinary action would be referred to the ombudsman, as the DILG does not have the authority to suspend or dismiss local officials directly.
