40 licenses issued by Pagcor to rebranded POGOs



State gaming regulator and operator PAGCOR has issued a total of 40 licenses to offshore gaming operators, now called internet gaming licensees (IGL). Additionally, nine provincial licenses have been granted to offshore gaming operators. As of May 15, PAGCOR has issued 40 regular IGLs and nine provisional IGLs.

Last August, PAGCOR announced that all offshore gaming operators would need to reapply for licenses to comply with revised regulations. These regulations, known as the Internet Gaming Licensing Regulations, went into effect on July 12, 2023. The move came after controversy surrounding reported violations by POGOs, particularly related to the hiring of foreign workers.

In October 2023, PAGCOR’s chairman and CEO announced the change in terminology from POGO to IGL during an interview at a gaming industry summit in Las Vegas, Nevada. Despite the controversies, offshore gaming operations generated P3.15 billion in revenues in 2023, accounting for 4.31% of total gaming revenues. The Philippine gaming industry as a whole saw record gross gaming revenues of P285.27 billion, surpassing pre-pandemic levels.
